『WEO(WEO, World Energy) Outlook 2012』pointed out that IEA(International Energy Agency) member nations`` energy policy had not led to sustainable energy system effectively. Although energy policy must consider it``s surrounding characteristics (e. g. increasing energy efficiency, climate change), it did not contain these points. To solve these problems, both central and local government should cooperate in policy making. This study carried out to suggest how to deal with climate change in both central and local government``s policy implementation level. The analysis was performed with Berman``s theoretical perspective. Berman``s theory is regarded as to provide a good point in the analysis of policy implementation. The result of the study is that local government``s policy implementation depended heavily on the central government``s programmed-implementation. and relatively less heavily on adaptiveimplementation.

This study investigates the impact that local government president and labor union head``s leadership types have on union commitment and organizational commitment in the public sector, using trust of union and organization as a mediator. The results show that transformative leadership of local government president has a positive(+) effect on organizational commitment using trust of organization as a partial mediator. Servant leadership of local government president has a positive(+) effect on organizational commitment using trust of organization as a full mediator. Transformative leadership of union head has a positive(+) effect on union commitment using trust of union as a full mediator. Servant leadership of union head has a positive(+) effect on union commitment using trust of union as a partial mediator. Dual commitment exists on organization and union in the public sector when corelation between sub-factors of union commitment and organizational commitment is analized.

In the United States and France, there have been some similarities and differences in terms of performance-based budgeting(PBB). When the PBB was introduced in two countries, government debt was so serious. The United States accepted actively the theory of new public management, and France accepted passively it. As a result the Government Performance and Results Act(GPRA) was enacted in 1993, and the Program Assessment Rating Tool(PART) was established in 2002 in the United States. In France, the loi organique relative aux lois de finances(LOLF) was introduced and the PPB has been implemented. On the hand, the GPRA and LOLF are based on strategic plan, annual performance plans, and annual performance reports. On the other hand, the PART rates the strengths and weaknesses of federal programs with a particular focus on individual program results on which the LOLF is also based. Despite of the differences, the GPRA, PART and LOLF play an important role of the distribution of the budget. The GPRA and PART do not achieve their purposes and are facing much criticism. The LOLF is also faced on some problems but the LOLF keeps up its operation.

The challenges for public governance and public affairs in India are multitudinous. The challenge is that of reincarnating governance from a process structure to the result structure. Multiple stakeholders have sneaked into policy formulation. This article deals with several challenging issues including employment, food, education, the Direct Benefit Transfer, electoral reforms, poverty, corruption, decentralization and empowerment, service delivery, and institutional developments. The bureaucracy, which is cracking under the heavy burden of delivery on the one hand and the lack of resources on the other hand, has led to a stagnation of delivery of services or a decline in the quality standard of service. Accordingly, this paper explores the importance and challenges of public administration from a governance perspective and highlights how governance structures and administrative culture have been altered to deliver better services to citizens in India and also highlights what needs to be done to overcome the problems in the process of governance whereby efficiency and effectiveness of both policy formulation and policy execution can be made more in sync with the changing times.

Social enterprise may be essential to the discussion of social economy. As of September of 2013, as many as 968 social enterprises were certified by the Ministry of Employment and Labor. As for the study of social enterprise, one of hot issues of social enterprise is sustainability which means that social enterprise can work on without financial help. In this context, there is a growing concern for economic value of social enterprise. However, there are few studies on it. As a result, the purpose of this study is to examine economic value of social enterprise focusing upon the case of Jeollabuk-do by using input-output analysis. In terms of our analysis, results of economic impact of social enterprise for Jeollabuk-do would be promising. That is, economic impact of pre-certified social enterprise had an effect of 3.25 times its investment. This study showed that investment in social enterprise made an effect on industrial development of Jeollabuk-do.

This study aims to evaluate the characteristic and transformation of social capital that is rising as the major value of philosophy of managing national affairs in Park, Guen-Hye``s government. In addition, the purpose of this study explores the substance of philosophy of managing national affairs, and then induces implications to accumulate the desirable social capital for the future indirectly. The period for the analysis was set up from the lawmaker to the President. Data were collected from the content analysis of Park, Guen-Hye``s social capital website. The analysis reveals that (1) government trust is mainly emphasized in terms of the components of social capital; whereas the components of reciprocity and network in the context of social capital are relatively ignored (2) Park``s government regards social capital as the mediator that is based on the Putnam``s theory (3) Park``s government proposes the fulfillment of promise and the compliance of discipline that are necessary to develop social capital. Finally Park``s government should give a serious consideration to the importance of role of social capital in the context of democracy. Furthermore, Park``s government should concentrate on strengthening for synergy effects with other factors of social capital in the future.

There have been some evaluation studies of first Daegu Milano Project and Gwangju Photonics Industrial Promotion Project. The studies have some limitation in that they disregarded the difference between the two cases. We need to analyze the local governance comprehensively to explain the different performance of the projects of the regions. This study established the framework for analysis of local governance by adopting the IAD framework and the SES framework. And, this study applied that framework to the two cases. This study analyzed the local governance in the two cases by investigating the economic, social, and political characteristics of the local community, the governance systems, characteristics of the goods and services of the projects, and the action situations. We could identify different local governance in two cases. We could infer that the local governance influenced the policy performance. We could conclude that under the economic, social, and political characteristics of the local community, the governance systems and the characteristics of the goods and services of the projects influenced the interaction and the outcomes such as policy performance.

This article examined the publicness and profitability of the 55 local public enterprises between 2009 and 2012, and analyzed the impacts of internal and external factors on publicness and profitability of local public enterprise by using panel regression analysis. As a result, the publicness of local public enterprise was not trade-off relationship with its profitability. Additionary, the external factors, including local governor`` leadership and local government political and financial status, were significantly related to publicness and profitability of local public enterprise rather than internal factors such as local public enterprise scale and its union. This result implied that the managerial autonomy in local public enterprise by local government was a major instrument for the purpose of increasing publicness and profitability of local public enterprise.

In this paper, a national energy policy projects arising from the study of conflict. Residents conflict decision making process, policy implementation process, policy analysis as a result of the issue. Based on the results and conclusions improvement and this is a interview were focuse on the Hong Cheon small hydroelectric. The purpose of this article is to investigate the national policy factors that arise in the course of analyzing the problems of the residents conflict. Therefore, policy makers to ensure the success of the project and the decision making process of projects needs to be improved. Applied to a case study of the national development oriented policies as part of the promotion of economic development. This management system by the following conclusions could be derived. First, the state led economic development priority for policy implementation. Second, small scale hydropower development plan is not explained to the people in full degree. Third, the top and bottom of the vertical relationship between the central and local authorities. Fourth, the licensing agency projects must obey with applicable laws in the process. But the government can not observe. Here lays the point of main causes of conflict is the involvement of residents Participation, authoritarian rule and Misconduct.

This study aims to provide the executives and scholars with an understanding of KM practices adopted by civil servants. With this study, an attempt has been to identify various factors which hinder and facilitate forming the desirable KM ecology in public organizations. In this study, by using the Delphi methodology, the surveys was done, which were targeted at the working-level, middle and low ranking civil servants in Gwangju Metropolitan City and the professionals who published their related article through journals. This methodology was expected to enable the participants to rethink their initial importance ratings in light of the ratings given by other participants, in turn to convince others who might not have shared their views first. Through reviewing the preceding related studies, the barriers and facilitators in knowledge management were drawn in three dimensions: individual, technological, organizational aspects, and based on it, the three-round Delphi questionnaire, the first round of which was for the civil servants, the second for the professionals, and the third for the civil servants again, were constructed. According to the surveys, 64 KM users in the targeted government recognized 51 issues as KM barriers and facilitators: lack of mind to share knowledge, unreal task cooperation, lack of knowledge attraction, authoritative power orientation, etc. are among the perceived barriers, whereas respect of the men who has new ideas, manager``s understanding of knowledge processes and content, linkage of organizational vision and KMS implementation, organizational climate accepting past mistakes, etc. are among the perceived facilitators. On the basis of the findings, the managers need to reorganize their knowledge ecology by forming independent teams for knowledge activities, helping them to meet experts from outside regularly, preparing for free and comfortable spaces where they can meet together. As a result, these efforts enable the government to form its knowledge-friendly climate in which their staff can access the knowledge of the government conveniently and the content can be upgraded easily.

This study examined user satisfaction at and preference for industrial complex campus types in students and resident company members to explore the development direction of a desirable industrial complex campus. The survey was conducted for a campus type and a unit building type which are typical in Korea. The results are as follows. First, for user satisfaction at an industrial complex campus, satisfaction at a campus type was high in some items. Specifically, while the student group had high satisfaction at general satisfaction and learning activity, the resident company members had high satisfaction at symbolism and exchange. Second, the highest required industrial complex campus-related facilities were public transportation and convenient facilities. Optimum preferred location of an industrial complex campus was an activated area adjacent to the industrial complex and with well-established convenient facilities and an area adjacent to the industrial complex and easy to use public transportation. For the individual preference type and form of an industrial complex campus, students preferred an industrial complex-linked related major-focused cluster type or a small-scale convergence campus with various functions. On the other hand, resident company members preferred a middle-scale campus with sports facilities and outside space. Based on the results, it is necessary to develop a mixed-use cluster type linking education, culture, research, employment, and production rather than a unit building type or a small- or middle-scale campus type to create a desirable industrial complex campus.

The local compensatory grant, since its introduction in 2000 to invigorate financial equity among local governments, has been criticized for making favor of cities with large population and better economic backdrops. As for that, the Ministry of Security and Public Administration recently advanced a legislation notice that excludes the collected amount of local taxes from the distribution criteria of general local compensatory grant. This study is intended to investigate whether the improvement scheme of MSPA will bring out financial equity as expected among local governments or adverse effects based on the simulation of cities and counties in Jellanamdo. The finding out of the study is as following. The legislation notice of MSPA is expected to create a horizontal financial equity among local governments but is likely to reduce the incentives of local tax collection. Therefore, this article suggests three alternatives to that, which enables to maintain the local tax collection incentives. Moreover, among the three, the distribution criteria of population(50%), local tax collection(20%), financial power index(30%) is the most satisfied option for the financial equity of general local compensatory grant.

The purpose of this study is to analyze the impact of the quality of evaluation on the evaluation satisfaction in the information village. To fulfil this, this study classifies the quality of evaluation into the quality of evaluation process and outcome, and develops the hypotheses to test the structural relations between the evaluation satisfaction and those factors. The structural equation analyses show that the quality of evaluation process has a positive effect on the quality of evaluation result, and the quality of evaluation result is statistically positively significant with the evaluation satisfaction. However, the results indicate that the quality of evaluation process has an indirect effect on the evaluation satisfaction mediated via the quality of evaluation result. Based on the results, the theoretical and practical implications for improving the quality of evaluation and satisfaction in the information village are discussed.

Collaborative responses to disasters form networked governance and the performance of the governance depends on the effectiveness of lead coordination organizations in processing information. Using situation reports during response to Hurricane Katrina, this study conducted social network analysis and agent-based simulation and explored the impact of enhanced cognitive capacity of lead coordination organizations on the performance of the Hurricane Katrina response system. Findings from simulation reveal that the importance of enhanced cognitive capacity in improving the performance of disaster response system. This finding implies the reinforcement of organizational capacities that facilitate inter-organizational collaborations is critical consideration for policy intervention.

This study aims to deduce effectiveness of the participation system in overseas election. Korean citizens residing foreign countries who could not exercise their political rights, the fundamental right of a citizen, only because they are out of country until 2009 when overseas voting was initiated in accordance with the Constitutional Court``s "Unconformable to「Public Official Election Act」Constitution" decision. In 2012, they exercised their right to vote for the 19th election of members of the National Assembly and the 18th presidential election, for the first time in the constitutional history. Legislation of overseas voting was decision of the judicature, not the National Assembly``s. The new law was enacted, considering concerns of the fairness of the first overseas voting and the uncertainty of election result in the different environment of each country, based on the fairness of election rather than the convenience of overseas Koreans`` voting. As the result of the two major elections, the voting rate of the 19th overseas election of members of the National Assembly turned out to be 2.53% of presumed number of voters while that of the 18th overseas presidential election was 7.08%. Such rates are obviously low, considering keen interest of Korean citizens in politics and strong homeland-orientation of overseas Korean. Even though there had been arguments brought up against overseas voting due to high cost election expense and low voting rate after the 19th overseas election of members of the National Assembly, overseas voting is very crucial to national harmony and the development of national politics, gathering together the minds of Korean citizens scattered all over the world. That``s why benefit-cost analysis cannot be the only element to evaluate the election. For further overseas election to settle more progressively and stably, freedom and justice of election shall make the harmony. In addition, inconvenience of overseas voting system due to alleged justice must not block overseas Koreans with voting intention from further election. This study sets hypothesis that the reason for the 2012 two overseas election not reaching the expected participation rate is inconvenient Voting System from Abroad. To verify mentioned hypothesis, both the 2012 the 19th overseas election of members of the National Assembly and the 18th presidential overseas election outcomes are analyzed and evaluated from new-institutionalism perspective; from the results an effective improvement plan to stably settle the future overseas election is being proposed.

This study examines the concept of bureaucrat``s professionalization of related to local government in Korea. The present articles are intended to serve as a theoretical approach to professionalization of government official. Thus, this paper is conducted in a content analysis through interview related to a public servant in local government. To do that, the results are as follows. First, the professionalization is essential to task ability, a driving force of task, gain capacity of budget and to ability of policy management and to network formation and to mediation among stakeholders. Second, the bureaucrats play a functional role as a bureaucratic management technocrat, in examining a content analysis through interview. After all, we suggest a bureaucrats of 1ocal government to the function of bureaucratic management technocrat in the implication of this paper. Despite, this paper is a basic study in the level of exploratory research. We hope this article is able to provide an incentive for understanding a professionalization of public servant.

To examine the effects of governmental policies including R&D subsidies and supports for business innovative behavior, this study analyzes how the policies affect the technological innovation of Cultural Industry business. In order to examine technology innovation of Cultural industry firms, we estimate whether firm size, sales scale, high-educated employee rate, and government subsidy policy affect to the possibility of creating innovation in cultural industry firms and contents industry firms. At the research design, this study uses survey data from ``Korean Innovation Survey(2010), conducted by STEPI as well as utilizes the probit model as an analytical method. According to the results, firm size has a positive relationship with innovative activities of cultural industry firms but sales scale, high-educated employee rate does not. We also find the positive correlation between government subsidies(direct supporting policies) and innovation activities in this study. In case of government indirect supporting policies, we do not find any significant relationship with innovative activities of cultural(contents) industry firms.

This study is to give a descriptive explanation on the NGO``s organizaional change from the perspective of organization life cycle theory. Because it is very rare to find a case which successfully changed one``s organizational goals, Conference for Citizens`` Life and Environment in Gwangju is chosen for a single case study. The study result could be summarized as below: First, this NGO explicitly changed its organization goal from the political democratization to citizen``s daily life environment movement. While many other organizations experience the failure of the vivid and sutainable activities, this NGO is successful on its goal change and activities in various businesses. Second, this NGO is unique in its financial management. Many other organizations shows some dependency on governmet subsidies or donations, this NGO tried to develop their own income source such as selling soaps and other daily life environment friendly materials. Third, this organization successfully installed self-governing monitoring rules and mechanisms to guarantee the transparency and sustainability when they tried to launch some new projects or businesses. These results give us an implication that NGOs are required to accept the environmental changes and needs and active efforts in changing their organization gosls, projects and businesses, and financial structures are essential for their sustainability.
